Not much is known about his youth or adolescence. The small piece of information dating back to such a time was an unverified account from Nōen himself, in which he stated his hate for his parents and that he murdered them. How he went about killing his parents is unknown, but given his typical methods of murder displayed in the Division 12 Conflict, it's highly speculated, and generally accepted that if he killed his parents, he killed them through use of his Kekkei Genkai.
Throughout Taki, Ame, Kusa, Tsuchi, and parts of Hi and Kaze no Kuni, Nōen came to be known as Shingai no Nōen (Nōen of Terrors) for his numerous crimes against society. He destroyed settlements at a time by spreading disease and poisoning supplies with pathogens. Having gained fame as a result of his treacherous crimes, SHINSENGUMI's Division 12 sought to imprison him.
As Nōen was confronted by the Twelfth Division, the Division 12 Conflict erupted, where a band of rogue bandits in addition to some of the Twelfth Division operatives assassinated the Division 12 Captain and set up a small encampment in Taki no Kuni. Locked in a bitter conflict, Nōen proposed an ultimatum with the Zero Division. In exchange for international amnesty for his crimes, he would agree to kill every traitor to the SHINSENGUMI organization in the encampment.
After a short negotiation, the final agreement was that Nōen would incapacitate all the traitors in addition to taking a position in SHINSENGUMI so that the interpol police force could keep him under supervision. Of course, Nōen only agreed to such terms if he could be in a position of power. Assuming the captaincy of the Twelfth Division, Nōen unleashed a pathogen into the encampment's water supply effectively placing them all into a coma, and ultimately into SHINSENGUMI custody.
Now, three months after the Division 12 Conflict, Division 0 has inaugurated Nōen into the SHINSENGUMI force, keeping a close eye on his conduct and progress to rehabilitation.

Personality: Erratic. He is highly prone to mood swings and alterations in character, shown in his mere compliance to aid SHINSENGUMI in the District 12 Conflict. Primarily, he operated under the facade of a naive and socially-awkward individual, scared to offend anyone, and especially frightened by women. However, when first approached by SHINSENGUMI District 0 officials, he appeared to be a sarcastic cynic. When observed in the field in the midst of the District 12 Conflict, he carried himself with the utmost seriousness, and no parts of either of these two other personalities were present.
Perhaps the only real personality trait we can conclude he has is that of resent towards humanity, more specifically, the relationship between parent and child. This is assumed given the one recalling of his youth on record, in which he detailed a deep-seated hate toward his parents which led to their eventual murder at his hands.
That being said, it's almost impossible to say which persona is the genuine persona, and which is the first before the others were created. Hints of other personality traits such as charisma have reared their heads but on occasion, and a solid persona hasn't been drawn forth beside the three witnessed by the SHINSENGUMI. PERSONAL INVENTORY
[忍供給] Ninkyōkyū A useful asset in battle, Nōen makes sure to carry a well-stocked supply of basic ninja supplies. This includes two spools of ninja wire, a surplus of kunai, explosive notes, smoke bombs, light bombs, soldier provision pills, and other necessities.
[病原体爆弾] Byōgentai Bakudan These special balls crafted specially by Nōen operate in similar fashions as smoke bombs. The identical explosions however have two completely opposite effects. While smoke bombs are visual buffers, these bombs release a cloud of various pathogens, varying from nerve agents, to bacterial bodies capable of afflicting one with a variety of diseases.
