[/color][/u] Mizu no Kuni[ Land of Water ]Its weather is typically cool and full of mist and lakes. In some places, it is very cold and snows quite a bit, which is particular to the southern end of the island. In the northern region the landscape is littered in beaches and forests. Mizu no Kuni is also, noticeably, the smallest among the five great nations - which is a reason it stays out of most political affairs. Kirigakure no Sato [ Village Hidden in the Mist ] The Village Hidden in the Mist is the shinobi village of Mizu no Kuni, and has certainly lived up to its name. At all times there is a layer of mist covering the village, ranging from a light coat to extremely think. On the days that the mist is particularly heavy it has been advised to stay indoors as those are the days when the village tends to get 'rowdy.' In various areas within the large village there are small lakes and ponds, all varying in size, and are used for various things such as training Suiton jutsu or fishing. There are also various training fields in the outskirts of the village, providing excellent places to train without the risk of endangering the village. Near the northern part of the village is its pride and joy - Kojin no Kenpaku (Memorial of the Fallen). This is where all the previous Kage's have been laid to rest. In the center of the grave site are three large statues of the Shodai, Nidaime, and Sandaime all back to back - as if to look at all the graves that spiral around them. [/blockquote][/blockquote]

History
[/b][/color] The origin of Kirigakure no Sato begins many years ago, with a man by the name of Hashishin. He was the leader of a band of extremely skilled stealth assassins who utilized water and mist Ninpō in their assassination styles. These men were heartless, vicious, and overall, merciless. Their methods of murder were inhumane, but at the same time encompassed a certain finesse that seemed unrivaled. Gradually, the small band of assassins for hire would grow as Hashishin’s reputation spread across the country. Soon, there were there were far too many to be called just a 'band'; no, they were now large enough to populate a village. Thus, Hashishin had his men construct a village hidden among the thick mist on the isle of Mizu no Kuni -- a secluded area perfect for their low profile -- and opened it up to any person that needed a well preformed assassination. Over the years the village would grow, and soon join the ranks of the other four newly formed shinobi villages that existed -- automatically granting Hashishin the title of Shodai Mizukage.
From then on, many would attempt to live up to the expectations that Hashishin had for the village, keeping cold-blooded, atrocious, and sadistic views. Now, the village is on it's fourth Mizukage -- Ousatsu Shou, a man who is proving to be living up to Hashishin's teachings. Also, over the years, the village has earned itself the nickname of Chigirigakure no Sato [ Village Hidden in the Bloody Mist ] because of it's cruel tactics and the old requirements for the academy students to advance to genin - attempting to forge them into merciless killers.[/blockquote][/blockquote][/size]

Hall of Mizukages
[/b][/color] Sukaryu Hashishin[ Shodai Mizukage ][/sup] He was the was originally the leader of a small band of highly skilled stealth assassins, a group that would gradually increase as his reputation spread through the country. Once the group had grown big enough, he order a village to be built in the middle of an area covered in thick mist. Thus, Kirigakure no Sato was created, and he was dubbed the Shodai Mizukage once the village's power grew - making it one of the five great shinobi villages.Watatsumi Dakatsu[ Nidaime Mizukage ]Dakatsu za Umigumo [ Dakatsu the Sea Spider ] was the personal student of the Shodai Mizukage, Hashishin. Shodai felt that he needed a successor, so she held a tournament of the strongest ninja in the village. Dakatsu pridefully made light work of the competition with his unique swordsmanship, and from that day on, he devoted his life to being the Mizukage’s understudy. There is a theory that Dakatsu thought himself ready for Shodai’s position, and he was tired of awaiting his master’s death. Hashishin was thought to be the high master of stealth and deception, so a direct assassination was not an option. Therefore, he had one of his loyal subordinates leak certain important mission specs to the opposition, causing Shodai’s death. The council unanimously and immediately made Dakatsu Mizukage, afraid of a revolt among the leaderless Kiri ninja. Dakatsu’s respect for swordsmanship would cause him to form the Kiri no Shinobigatana Nananin Shū [ Seven Shinobi Swordsmen of the Mist ] from the most elite sword users in the village; his personal fighting force that he commanded. It is said Nidaime died of old age, living to be the oldest Mizukage in Kiri history, but more intuitive ninja know that there was probably foul play. Kawajiri Jubei[ Sandaime Mizukage ]Kawajiri Jubei was made Sandaime Mizukage, and was known for his godlike strength, extreme callousness, brutality and his fondness of tournaments and personal executions. But, to those closest to him, he was known as the only noble Mizukage. His greatest strength was probably his ability to work towards his goals with great tenacity and his ability to organize, but his greatest weaknesses were his arrogance and his overconfidence. Sandaime originally served as an advisor to Nidaime, and helped him make Kiri the second most powerful village next to Konohagakure no Sato. Leading the shinobi, Sandaime continued many of the former Mizukage's plans. He occupied lesser villages in Mizu no Kuni, either through direct conquest or through his tournaments. Unfortunately, his arrogance would later cost him his life when the Sanbi was approaching the village. He was so confident in his strength that he thought he could fight the beast head on, along with the help of various shinobi from Kirigakure. However, in the end, he was killed during the battle and has been commended for fighting to save his village.Ousatsu Shou[ Yondaime Mizukage ]Of all the Mizukage's that suceeded Hashishin he is the one has be claimed to be the reincarnation of the Shodai himself. This claim is only strengthened by his habit of always wearing his mask in public, just as the Shodai had done. He is also the man responsible for saving Kirigakure no Sato from the Sanbi - Three Tailed Turtle - and has helped restore Kirigakure's strength after the massacre of clans with kekkei genkai. Organizations
Within the village of Kirigakure no Sato there are a multitude of organizations inwhich all active citizens can participate in. Of the various organizations some have even come to reach fame outside the guarded walls of the village -- adding to the village's reputation. Each of these organizations are designed for a specific reason, and all contribute to the protection and development of Kirigakure in some manner.
Kiri no Shinobigatana Nananin Shū [ Seven Shinobi Swordsmen of the Mist ] Within the village of Kirigakure no Sato swordsmanship is an encouraged path. At least at some point in any Kirigakure shinobi's time in the Academy they are exposed to Kenjutsu training. For those shinobi that choose to continue along the path of Kenjutsu, and reach a skill far above the rest. It is those select few that are chosen to be part of the Kiri no Shinobigatana Nananin Shū -- the strongest swordsmen in Kirigakure no sato. Many of Kirigakure's greatest shinobi have been members of this elite group of swordsmen, and regretably some will be remembered in infamy. Kirigakure no Kenpei [ Military Police of the Hidden Mist ] Because of how violent the village of Kirigakure no Sato is, having been dubbed Chigirigakure no Sato by some, a police force was established. The primary duty of the Kenpei is to protect the citizens of the village, as well as upholding the laws set by the Mizukage. While Kenpei are commonly seen patrolling the village that is merely one section within the group -- the Keikai Division [ Watch Division ]. Despite there being various different divisions the uniform remains consistant, though each division has it's own unique insignia. The Kenpei work under the ANBU, handling the lesser crimes that take place in the village and gathering local data on bigger crimes. Kenpei operatives are allowed to utilize lethal force if neccesary, but that is only after the criminal has met the specific criteria.Divisions: Keiji - Detective Division Keikai - Watch Division Jikenkisha - Report Division Kidōtai - Riot Division Kokusaikeisatsu - International Division Kiri Eiseitai [ Mist Medical Corps ] Created in conjunction with the Kenpei this organization was developed to decrease the number of deaths caused by inuries from the fights that occured in the village. At first, the organization was mocked for being filled with weaklings, but as time passed the Eiseitai gained moderate popularity among the people. Due to the nature of Kirigakure's inhabitants the Iryōnin are trained specially in how to tend to wounds created by bladed weaponry. The Eiseitai are also highly trained assassins who are trained to use not only to utilize their own bodies as weapons, but to turn their opponent's bodies against them. They are also responsible for many of Kirigakure's scientific enhancements, and are constantly figuring out new ways of improving the village.
Sanbagarasu [ Triumvirate ] These are three select individuals who are elected to represent and lead their selected parties -- Oinin, ANBU, and Iryōnin. These are the individuals who take responsibility for running the three organizations smoothly, and are the ones who assign their subordinates missions. The Sanbagarasu report directly to the Mizukage, and must submit a bi-weekly review of the status of their organizations. While they mostly stay within the village on certain situations, such as an S-Classed mission or war, they will leave the confines of their office to handle the situation. All three are held in very high regard in the village, but their identities remain hidden to everyone other than the Mizukage and the Elders.
Mizukage no Tekken [ Iron Fist of the Mizukage ] This is a secret organization created by the Shodai Mizukage himself. The group serves as the personal warriors of the Mizukage, and follow only his orders. They are his sword, they are his shield, they are the instruments inwhich he exacts his will. Their existance is only known in the stories mothers told their children to make them behave. The Mizukage no Tekken are the silent protectors of the village, and pride themselves in their secrecy. Those who have come close to learning of their existance or poked their noses too far would mysteriously disappear. It has even become a taboo in the village to so much as mention their existance, and those who do are typically shunned.
