Jōhō Atsumari no An Kokusai Iinkai

Covert International Board of Information Gathering
History:Jōhō Atsumari no An Kokusai Iinkai1 (JOKAI) is a descended organization from Iwagakure in its early ages. The organization Naikaku Jōhō Chōsashitsu2 (NAICHO) was used to acquire information on other villages and assemble other information about potential threats unto the village. NAICHO was formed under the Nidaime Tsuchikage: Rujō Benkei, in light of his ruthless policies and the outbreak of one Great Shinobi War. However, shortly after being founded, when the Nidaime died, the council disassembled the organization along with most of the Nidaime's predominately hostile policies and organizations. While NAICHO was disbanded, the idea of assembling information to prevent future attacks and organize attacks even didn't die. NAICHO's leading officers left the village and set up a small base in southern Tsuchi no Kuni.
Within five years, NAICHO had more than doubled its member count, having took most of the operatives it previously had as well as recruiting young people from neighboring villages. NAICHO started forming small time treaties with smaller villages to fund it, only adding to the mounds of money they gained during the Great Shinobi War. As NAICHO aged, and leadership shifted, the ambitions of the organization began to shift. The initial leader who died about fifteen years after the organization was expelled from the village was swiftly replaced with an ambitious young field operative: Mozubachi. Mozubachi held an extreme resentment for Iwagakure, having been kicked out of the village for having been a younger member of the organization. For that reason, he used his Absolute Mandate3 to command NAICHO forces into Iwagakure. A small attack was easily fended by the Sandaime, Isu, a previous supporter of the organization.
Isu managed to fight off the majority of NAICHO, and wound up killing Mozubachi. Therein, he banished the organization for Iwa. A crippled NAICHO left its former house in shame. For the next two years, NAICHO performed little activity. However, surely enough, a new leader rose to power. Going under the alias of Hokkaidō, the man named properly, Ezo, assumed control of NAICHO. However, he chose to take the organization into a new direction. Operatives were given codenames and younger operatives were given codenames as well. Forty-seven higher officers ruled over the smaller operatives. In addition to the member structure of the organization, he decided not to aim NAICHO at assuming control of Iwagakure, but on a global aspect. Opposed to simply gaining intelligence on Iwa in hopes of taking control of it, he sent out Issoku4 to all ends of the known world. In light of all the changes in the overall mission, Hokkaidō renamed the organization from Naikaku Jōhō Chōsashitsu (NAICHO) to Jōhō Atsumari no An Kokusai Iinkai (JOKAI).

Symbolism:The emblem of JOKAI has symbolism to sum up the entirety of the organization. Firstly, at the bottom, the five leaves are the members of the respective cells. The shorter leaves represent the Shorikikō, the Field Information Analysts. These members analyze information from the field, allowing the runners to better understand their surroundings as well as report their theories about raw information to the base. The two medium-sized leaves represent the Issoku (See above for information on this division). The middle, and longest leave represents the Shōsui, who head the respective cells of members. These members are skilled in both information gathering and intelligence analysis.
The flowers represent the accumulated work of JOKAI. The left flower represents Raw Intelligence Gathering, the act of gathering information by the Issoku. The right flower represents Raw Intelligence Analysis, the act of processing and making sense of information, performed by the Shorikokō. The middle, and largest flower represents the unification of both Raw Intelligence Gathering and Raw Intelligence Analysis to produce True Intelligence, information that is proven to be valid and capable of being used.
Goal:Overall, the goal of the newly formed JOKAI is to send teams across the world to acquire secrets about all the world (especially the Hidden Villages) to be sold in times of war, or even be used for possible endeavors JOKAI hopes of taking up in the future. Of course, keeping these ambitions secret takes priority, and shouldn't be revealed in any circumstance.

A recreational form of artistic motion, Urban Jumble's prime purpose is to plainly and simply get from point A to point B by taking as straight of a path as possible, utilizing all objects in an environment as fluidly as possible. The basic objective of Urban Jumble is forward motion, and some of the basic moves include cartwheeling, flipping, hangs, quadrupedal motion, vaulting, rolling, launching oneself through gaps in objects, kicking off objects and reevaluated styles of established motion (such as landing on the balls of the feet rather than the entire foot from a jump to enable a quicker push-off back into a run, tucking into a roll from a high jump or angling the body in midair in such a fashion as to propel further). It also depends on recovery and redistribution of energy and rapid shifting of body weight in order to perform seemingly impossible feats of acrobatics, as well as from time to time utilizing chakra from time to time, concentrated in the legs to enhance jumps, the arms to provide a boost of strength in hanging or pulling oneself up, or the hands and feet in order to adhere oneself to a vertical or upside-down horizontal surface.

This ability is taught to all operatives of the JOKAI, allowing them to better carry out their missions. This ability requires the user to channel chakra into their Adrenal Glands. This allows them to forcibly secrete Adrenaline into their bloodstream. The chakra makes it pump far more Adrenaline than would naturally be secreted in the most stressful of situations. This, in-turn, dramatically speeds bodily function. The Adrenaline allows the user of this technique to analyze and process movement far faster than normal. To the user, things would appear to be moving slower, when in reality, they are actually reacting faster. Their brain points out things that would inflict harm to the user, and also points ways to escape damage. In addition, it promotes natural healing as well as increases strength and speed. The speed that is induced, when fully outputted rivals that of Shunshin. Whole structures can be toppled when full strength is used. Granted that this strength is basically inhumane, using it would be extremely tolling unto the human body. Using this jutsu too often, or pushing it too far would lead to exhaustion.

How-To-Be-A-Member:Members of JOKAI usually are selected from birth. They are selected from virtually any family as long as that child doesn't present him or herself to be sickly in any fashion. Otherwise, members of JOKAI are scouted. The members who are scouted have proven themselves to be of use to JOKAI, either by being able to find or analyze information. Members are given a codename (To get a codename, choose one of the Japanese Prefectures or a Japanese city that isn't the name of a prefecture. [i.e.: Tokyo is a prefecture, so don't use the city of Tokyo as a Codename]). Members with codenames named after cities operate under the jurisdiction of the prefecture that city belongs to.
